NPDES Permitting

A staple of our business is assisting public and private entities with National Pollutant Discharge Elimination System (NPDES) permit negotiations. We have extensive experience in this area in many states. We are extremely familiar with both the Phase I and Phase II stormwater regulations. 

When the Phase I regulations were in draft form, the Denver UDFCD, on behalf of the municipal applicants in the Denver metropolitan area, retained WWE to evaluate the engineering and economic implications of the regulations. More recently, the Colorado Department of Public Health & Environment (CDPHE) requested that WWE serve on the Work Group to prepare and implement the Phase II stormwater rules and regulations in Colorado. 

Our work has involved the full suite of chemical, biological and physical analyses in receiving streams. WWE is exceptionally strong in the technical disciplines typically associated with stormwater permitting. For example, specific water chemistry questions often arise, and Dr. Robert Weiner of WWE has nearly 50 years of experience in this area, including the publication last year of a reference book entitled Applications of Environmental Chemistry-A Practical Guide for Environmental Professionals (Lewis Publishers). 

Questions frequently arise regarding monitoring equipment and data reliability. WWE has extensive experience with designing, implementing, operating and maintaining fully automated sampling and monitoring equipment, including the most sophisticated stormwater monitoring network in Colorado, at RFETS. At that facility, there are roughly two-dozen fully automated stormwater sampling/monitoring stations, all of which are connected via modem into a central computer. 

As a final example, many WWE staff members are proficient in water quality data interpretation and statistics. We have excellent experience with assembling, organizing and interpreting comprehensive data sets, and with helping our clients critically evaluate the significance of the data and present the findings to regulators.
