SNOWMASS ENVIRONMENTAL REVIEW

WEI is pleased to be conducting two environmental site assessments for Related WestPac in Snowmass. The site assessments involve evaluating historical uses of the properties, identifying potential pollution sources, and reviewing records related to how the property was managed and used over the years.

Project engineer Jennifer Keyes and project manager Andrew Earles appreciate the opportunity to assist Related WestPac with these environmental site assessments. WWE has worked for Related WestPac on water quality permitting and compliance issues for the Base Village at Snowmass for the past several years.

ARKANSAS MINE SITE STABILIZATION

WEI is assisting Umetco Minerals Corporation with surface stabilization of the Wilson Vanadium Mine near Hot Springs, Arkansas. This stabilization includes design of rock-lined channels and stilling basins, such as the one below. Jeff Nelson and David Jubenville found the design of this stilling basin to be an interesting challenge in that three distinct drainages from steep hillsides converged at one location, and the outlet channel alignment was constrained by preserving the hillside and providing a roadway. All involved were pleased to see that the system has performed well over the past year through several storm events.

WWE/WEI CLIENT SURVEYS

The client surveys are in and the results are gratifying. WWE and WEI received an average rating of 94.4 and 92.3 percent, respectively, out of 87 responses and 616 questions answered. Thanks go to all of our clients who participate in this process and help us know how to improve service.

UMETCO LIME TREATMENT SYSTEM

WEI is evaluating an existing lime treatment system that adjusts pH for the water in Wilson Creek. We will suggest improvements or modifications to the treatment system along with changing the discharge protocol at East Wilson Pond from a "batch" basis to continuous discharge.

WESTERN COLORADO PHASE II
WEI completed a Phase II Environmental Site Assessment for a longstanding WEI client in western Colorado. Our Phase II included a collection of individual soil samples from eight drywells.
WEI also compiled extensive information related to the drywells for submittal to Region 8 EPA for authorization under its underground injection control (UIC) program under the Safe Drinking Water Act. The EPA authorized seven of the site's drywells and required an abbreviated permitting process for the eighth. Based on the information compiled by WEI, removal and remediation of contaminants at the site's drywells were not required. The drywells were allowed to remain in place and to continue managing the site's surface and stormwater.
On behalf of our client, WEI would like to thank Ms. Valois Shea of the EPA for her guidance.

RIVER MOUNTAIN LODGE

SULFATE  REDUCTION  BARRIER
Cow manure is a key ingredient in an innovative passive groundwater treatment system designed by Environmental Chemist Dr. Bob Weiner and Dave Jubenville for the Wilson Vanadium Mine near Hot Springs, Arkansas.
Other ingredients in the barrier include sawdust, limestone, inert rock and an ammonium chloride sugar starter solution.  Passive groundwater treatment results from the chemical reduction of sulfate to sulfide and an increase in pH which precipitates metals.
Monitoring data indicate the barrier is working very effectively, lowering cadmium, copper, nickel and zinc concentrations from the upgradient water significantly so that the effluent from the barrier is meeting Arkansas Department of Environmental Quality stream standards.
WEI appreciates the willingness of UMETCO's Remediation Team Leader Tom Gieck to install and test this new technology.

PARCEL 4
WEI is in the process of preparing a written bench test to stabilize or treat lead contaminated soils. The bench test will be performed in conjunction with a remedial/treatment contractor in order to lower the concentrations of toxicity characteristic leaching procedure (TCLP) for lead in the contaminated soils. The reduction in the TCLP value is necessary to meet landfill disposal requirements.

Waste Engineering is preparing a series of large deliverables to Umetco Minerals Corporation for the Wilson Vanadium Mine in Hot Springs, Arkansas. Design drawings and specifications for two construction projects in the Lecroy spoil area address reclaiming almost 100 acres at the mine site.

We are also preparing an application to void the permit for a landfill that was closed and monitored successfully through the post-closure period. The landfill met all of the criteria established by the State of Arkansas's Department of Environmental Quality and will be incorporated into reclamation of the Lecroy area. The proposed Umetco reclamation will further improve groundwater conditions beneath the mine site and prevent migration of erosion and sediment off the mining area.

Working on the project with Tom Gieck of Umetco are WEI's Jeff Nelson, Rachel Peterson, Kim Warhoe, Lue Ann Lokken, and Project Manager David Jubenville.

EXCAVATION AND DISPOSAL PLAN

Waste Engineering completed an environmental investigation and services for a large hotel development in western Colorado. Initial investigation indicated the presence of mine waste rock that exceeds toxicity characteristic leaching procedure (TCLP) criteria established by the Colorado Department of Public Health and Environment (CDPHE). Material was classified as a Bevill exempt waste, and landfill restrictions indicated that the material is required to be disposed of at a lined facility.

We expanded a field investigation in order to differentiate between the material failing the TCLP criteria and underlying non-hazardous materials appropriate for local landfill disposal. Our investigation results were presented to the CDPHE, the Pitkin County Landfill, and the Waste Management Landfill in Bennett.

May the spirit of the season bring you good health and harmony.

UMETCO WILSON MINE ACTIVITIES

Waste Engineering will continue its technical services at Umetco's reclamation of the Wilson Vanadium Mine in Hot Springs, Arkansas during 2004. Major tasks include submitting design drawings and specifications for reclaiming the Lecroy mine spoil area and conducting a stream classification and standards evaluation along Wilson Creek, which flows through a previously reclaimed area of the mine.

The stream classification task will require close cooperation with the Water Quality Division of the Arkansas Department of Environmental Quality. Activities required for the evaluation include a bioassessment, studies to support the existence of a background condition caused by naturally occurring acidic springs, and preparing a use attainability analysis.

To accomplish these tasks and renew the 404 and National Pollutant Discharge Elimination System Permits for the mine site, Dave Mehan, Rachel Peterson, and Dave Jubenville will work with Umetco.

BUILDING FOUNDATION SETTLEMENT

Dave Jubenville of Waste Engineering is working with a local geotechnical engineering firm. They are evaluating drilled pier foundation settlement on a project constructed in the sedimentary claystone bedrock commonly found in the Denver metropolitan area.

By all measures, the piers were designed and constructed in accordance with local practice. However, they immediately settled excessively under the dead load of tilt-up precast concrete panels. The investigation is being conducted to develop an understanding of why the settlement occurred in what appeared to be a routine sequence of design and construction activities.

GAS  HILLS  URANIUM  MINE

Waste Engineering is conducting quality assurance audits of geotechnical testing, radiation surveying and Geographic Information System (GIS) data presentation procedures for Umetco at their Gas Hills mine in Wyoming.  We are conducting the audits as a routine part of Umetco’s quality program and to prepare for a Nuclear Regulatory Commission site visit in July.

Greg Wetherbee and Chris Brown have enjoyed working with Ed Ley, Scott Schierman and Rich Wheeling at the site and Tom Gieck and Susan Kamp from Umetco’s office in Grand Junction.  The quality of construction and Umetco’s quality control program are excellent.  Of particular note is the method they use to collect radiation and Global Positioning System (GPS) data concurrently for the purpose of determining soil clean-up levels.
